Molly L. Mangan
Ms. Mangan’s expertise is in strategic planning, project management, application development and Geographic Information Systems (GIS). As a technologist with a lifelong interest in the public sector, Ms. Mangan served five years as Deputy CIO for the City of Chicago, obtained an MBA in Public Administration from Kellogg (Northwestern University), and has specialized in eGovernment consulting throughout her career.
Ms. Mangan combines policy and strategy insight, technical aptitude, down-to-earth tactics, and an entrepreneurial spirit to support her clients’ successes. Ms. Mangan is also the President of Even Keel Strategies, Inc.

Deborah R. McCann
Ms. McCann is a seasoned management and technology consultant with experience helping organizations leverage technology to further their missions. She works with senior management in a wide range of local government disciplines to re-engineer business processes and assess needs for additional software purchases or development.
Ms. McCann has deep experience as an IT adviser in the public and non-profit sector, having served as a Deputy CIO for the City of Chicago, Research and Policy Director for the Coalition for Educational Rights, and as a consultant in the K-12 Education Practice at Coopers & Lybrand. She holds a Masters in Public Policy from the University of Chicago. She continues to assist non-profit clients as the President of Game Plan Consulting, LLC.

Carol Y. Miller
Ms. Miller has expertise in Project Management, Business Process Analysis, and Organizational Change Management. Her background in Finance and Banking lead to experience in strategic planning and ERP implementations. She has spent the last decade leading technology and policy projects for public sector, association, and educational clients.
Ms. Miller holds two masters degrees from Northwestern University, including an MBA from its Kellogg Graduate School of Management. Her leadership is sought after on several organizational boards. Ms. Miller is President of Carol Miller Consulting, LLC.

Ms. Scarfe has over 17 years of experience in the field of Geographic Information Systems (GIS) within the U.S. and abroad. She blends technology development skills with project management and process analysis to design and implement successful technology solutions that support for federal, state, and local government agencies.
Ms. Scarfe focuses on projects that eliminate process inefficiencies, leverage the best technology, and address changing business needs. She has subject matter expertise in public works, utility management, and enterprise GIS. Ms. Scarfe is President of Scarfe Consulting, LLC.
